Mr. Priyantha Rathnayake is a seasoned professional with over 25 years of distinguished service in the public sector, culminating in his role as a Deputy Secretary to the Treasury. With a strong academic foundation, he holds an MSc in Agriculture from the Agricultural University of Norway and a BSc in Agricultural Economics from the University of Peradeniya.
Throughout his career, Mr. Rathnayake has played a pivotal role in multilateral development banking, where he has led efforts to mobilize foreign funding for key development projects. His expertise extends to bilateral negotiations, fostering relationships with development partners, and engaging with lending agencies to drive growth and economic development.
His career in governance and oversight has been equally impressive. Mr. Rathnayake served as an Ex Officio Director of the Bank of Ceylon, the Securities and Exchange Commission of Sri Lanka, and as the Acting Chairman of the Colombo Lotus Tower Management Company (Private) Limited. While at the Bank of Ceylon, he chaired the Integrated Risk Management Committee, where he ensured effective risk mitigation strategies were in place.
Further, he was a Director of the Asian Infrastructure Investment Bank (AIIB), where he was instrumental in approving the Bank’s strategy, annual plans, budgets, and policies. His leadership at AIIB also involved overseeing operational management and establishing an effective oversight mechanism for the institution.
Mr. Rathnayake has held numerous prestigious positions, including Chairman of the National Savings Bank, Alternate Executive Director of AIIB, Chairman of the National Credit Guarantee Institution, and Director of People’s Bank. He has also been a key member of various government and semi-government organizations, such as the Civil Aviation Authority of Sri Lanka, the Sri Lanka Institute of Tourism and Hotel Management and National Medicinal Drug Regulatory Authority.
In addition, he has contributed to the strategic direction of various entities as a Director of the State Pharmaceuticals Corporation of Sri Lanka (SPC), and a Commission Member of the Insurance Regulatory Commission of Sri Lanka. His leadership extended to the development sector as well, serving as Chairman of the Local Loan and Development Fund.
